Usually yes, as long as enough steel remains to grind a new point. For breaks less than 1 inch from the tip, full restoration is almost always possible.
Will the knife be shorter after tip repair?
Slightly — maybe 3–8mm depending on the break. It won't look or feel shorter in use.
